Yes, the citizen must is the author’s answer to his own question. The speeches and writings in this collection, made mostly in the author’s last year in office as Vice President of India, and some in recent months, remain focused on the general theme of a citizen’s quest for a just and egalitarian social order premised on fraternity as the sheet anchor of society. It dwells on the practical impediments that need to be overcome and examines in some depth the question of what is it to be an Indian?
