Four states commonly described at present as ‘revisionist’—i.e., China, Russia, Iran, and North Korea (CRINK)—represent four varied (sub)geographies; among them, two (China and Russia) are in strategic alignment. The observed behaviour of the CRINK states, either on their own or in convergence with each other, carries serious implications for the existing international order.

In the past decade, the China-Russia alignment as a fulcrum of the CRINK-centred network has materialised. Beginning in 2022, Russia’s war against Ukraine served as an inflection point for the revisionist states to undertake policies with more consequential outcomes against the already challenged position of the US in the post-unipolarity phase.

Against this backdrop, this book scrutinises the question: How do revisionist states behave during times of crisis? Among the revisionist actors, the common element of ambition drives their fundamental behaviour—i.e., their quest for change in the current global order. The analyses presented in this book encompass the activities, threats, opportunities, and challenges either being created or exploited by the revisionist states to pursue their respective and collective ambitions.

The element of ambiguity among CRINK states impede a complete convergence against the prevailing international order. There are limits to the multi-dimensional front that the revisionist states are attempting to create, due to both structural constraints and capability differentials. The US, its allies, and like-minded partners are under more pressure than ever to find effective and inclusive solutions to the current elements of disorder.

Professor Harsh V Pant is Vice President – Studies and Foreign Policy at Observer Research Foundation, New Delhi. He is a Professor of International Relations with King’s India Institute at King’s College London. He is also Director (Honorary) of Delhi School of Transnational Affairs at Delhi University.

Professor Pant’s current research is focussed on Asian security issues. His most recent books include India and the Gulf: Theoretical Perspectives and Policy Shifts (Cambridge University Press), India and Global Governance: A Rising Power and Its Discontents (Routledge), Politics and Geopolitics: Decoding India’s Neighbourhood Challenge (Rupa), America and the Indo-Pacific: Trump and Beyond (Routledge), New Directions in India’s Foreign Policy: Theory and Praxis (Cambridge University Press), India’s Nuclear Policy (Oxford University Press), The US Pivot and Indian Foreign Policy (Palgrave Macmillan), and Handbook of Indian Defence Policy (Routledge). He writes regularly for various Indian and international media outlets.

Rahul Rawat is Research Assistant, Defence and National Security, Strategic Studies Programme, Observer Research Foundation, New Delhi. His research interests include national and international security. Previously, he was a Research Associate at the School of Internal Security, Defence and Strategic Studies, Rashtriya Raksha University, Gujarat. He has co-edited a book, Fifty Years of the 1971 War: Accounts from the Veterans (Vij Publications, 2022).

In addition, he has worked on various projects, including Geostrategic Developments in Ladakh post-Article 370 Abrogation (funded by ICSSR) and India's Export Control Mechanism: Effectiveness and Challenges (funded by CRDF Global). He was also part of the IGCC Public Policy and Nuclear Threats (PPNT) Boot Camp 2023 cohort at the University of California, San Diego.
